Include contact details, preferred format, report number if known, event date and place, involved agency, record type, and date range. State that the request is under the Virginia Freedom of Information Act and ask for an estimate before copying if cost matters. The VSP FOIA page illustrates the separate state-police request route.
Use that channel for a VSP-created arrest record; a sheriff request cannot produce another agency's narrative. VFOIA generally calls for a response path within five working days, but that is not a promise of delivery in five days. An agency may invoke extra time, assess reasonable actual costs, redact protected facts, or cite a lawful withholding basis.
Arrests vs Convictions
A Dickenson County arrest documents that an officer took a person into custody or otherwise initiated an arrest event. The court determines whether a filed charge ends in dismissal, acquittal, deferral, or conviction. Charges can also change between the arrest report and prosecution.
